Mission 869 now includes police and airfield requirements, its supervisor, both airport extensions, airport POIs and prisoner limit. Retained catalogue: 1,068 official missions and 1,085 canonical records; other missions retain their earlier evidence dates.
1,067 official UK missions reconcile to 1,084 canonical records. Ineffective Breathing, mission 866, was added with its published patient outcome and Cardiac Arrest expansion relationship.

Governance, finance, training, transports, events and communications stay separated so an alliance can delegate work without accidentally granting full control.
Alliance funds support shared hospitals, academies and prisons. Finance and education roles can be separated from broad administration.
